Dr. Samer Shukur Mohammed is an academic and researcher specializing in Pharmacology, Toxicology, and Pharmacovigilance. He holds a PhD in Pharmacology from the College of Medicine – Al-Nahrain University, an MSc in Pharmacology from the College of Medicine – University of Baghdad, and a BSc in Pharmaceutical Sciences from the College of Pharmacy – University of Baghdad. He possesses a solid scientific background that integrates both academic and practical dimensions in the fields of clinical pharmacology, drug safety, and regulatory affairs.
Dr. Samer has more than seven years of professional experience in Pharmacovigilance and over six years in regulatory affairs. He has worked as a Pharmacovigilance consultant for several national pharmaceutical manufacturers, contributing to the preparation and submission of Pharmacovigilance System Master Files (PSMF), Periodic Safety Update Reports (PSUR), and Risk Management Plans (RMP), in accordance with the guidelines of the Iraqi competent authority. He has also served as a freelance Local Qualified Person for Pharmacovigilance (LQPPV) for various multinational pharmaceutical companies through their local distributors in Baghdad. His responsibilities included receiving and documenting adverse drug reaction reports, forwarding serious cases to national health authorities, reviewing periodic safety reports, and ensuring compliance with drug safety regulations.
Dr. Samer is currently a Senior Lecturer at the College of Pharmacy – Al-Rafidain University, where he teaches courses in Physiology, Pharmacology, and Toxicology. He is responsible for supervising laboratory sessions and hospital training for pharmacy students, participating in internal examination boards, preparing mid-term and final examinations, and supervising undergraduate research projects. He is known for adopting modern teaching approaches based on interactive learning, the use of instructional technologies, and the promotion of critical thinking among students.
Dr. Samer serves as the Editorial Manager of the Al-Rafidain Journal of Medical Sciences, where he oversees all aspects of the scientific publication process, from manuscript submission and peer-review coordination to final publication and indexing in international medical databases. He also acts as a peer reviewer for several peer-reviewed medical journals, reflecting his active role in the scientific community and his capacity to evaluate research according to rigorous academic standards.
Dr. Samer is a member of the International Society of Pharmacovigilance (ISOP) since 2019 and the American Society of Pharmacology. He is a certified international lead auditor with CQI/IRCA in ISO 9001, ISO 14001, and ISO 45001. In addition, he represents Iraq in the Middle East Chapter of the International Society of Pharmacovigilance (ISOP-MEC) and participates in international scientific advisory networks focused on drug safety.
Dr. Samer has an outstanding research record that includes numerous publications in reputable national and international peer-reviewed journals in the fields of pharmacology, immunodermatology, drug delivery systems, and drug interactions. He has contributed to the advancement of scientific knowledge related to drug safety and modern therapeutic applications and continues to integrate research with clinical and regulatory practice.
Dr. Samer has obtained several specialized training certifications, including a diploma in Pharmacovigilance, training in PSMF/PSSF preparation, advanced regulatory and pharmacovigilance auditing, and certification as a Trainer of Trainers (TOT). He has conducted professional training programs for pharmaceutical company staff and healthcare professionals in Iraq on adverse event reporting, pharmacovigilance systems, quality management, and regulatory compliance, contributing to building effective and compliant drug safety systems
